Gram Panchayat LED Street Lights on GeM 2026: 16th Finance Commission Funds, Buying Steps and 24W and 36W Options

Table of Contents

Yes, a gram panchayat can buy LED street lights on GeM, the Government e-Marketplace, and the new 16th Finance Commission grants make 2026 the right year to plan it. The Commission recommended ₹4,35,236 crore for rural local bodies for 2026 to 2031, and about 60 per cent of that is untied money that a panchayat can spend on local needs under its state's rules. Xera Tech has two Glass Model street lights, 24W and 36W, listed on GeM that suit village roads.

Why GeM Matters for Gram Panchayats in 2026

GeM completed 10 years on August 9, 2026. The Ministry of Commerce and Industry said it has facilitated more than ₹20 lakh crore of procurement through over 3.78 crore orders, including ₹1,47,888 crore in the first four months of FY 2026-27 (Source: Ministry of Commerce, August 7, 2026). Micro and small enterprises fulfilled orders worth more than ₹9.07 lakh crore, which is 45.6 per cent of the total.

States are moving the same way. West Bengal made GeM mandatory in September 2026 for all departments, subordinate offices and organisations under the state government (Source: Newsonair, September 2026). The Ministry of Panchayati Raj also states that its eGramSwaraj portal is integrated with GeM, the Public Fund Management System and AuditOnline, which links planning, procurement, payment and audit for panchayats (Source: PIB, March 24, 2026).

16th Finance Commission Grants: What Can Pay for Street Lights

The Ministry of Panchayati Raj told Parliament on March 24, 2026 that the Sixteenth Finance Commission recommended ₹4,35,236 crore for rural local bodies for the award period 2026 to 2031. The table below shows how the grant splits (Source: PIB, March 24, 2026).

16th Finance Commission Grants for Rural Local Bodies, 2026 to 2031
    Component Amount (₹ crore) Restriction
Basic grant, tied 1,74,094 Sanitation and solid waste management and/or water management, including their O&M
Basic grant, untied 1,74,094 Untied: local needs, within your state's guidelines
RLB performance grant 43,524 Entire performance component is untied
State performance grant 43,524 Entire performance component is untied
    Total 4,35,236 About 60% untied (₹2,61,142 crore)
What this means for street lights. The tied half is reserved for sanitation, solid waste and water, so street lights have to come from the untied money or from other sources such as state schemes. Under the earlier 15th Finance Commission, the Ministry said untied grants serve local needs under the 29 subjects of the Eleventh Schedule, except salaries and establishment costs, and a state panchayat department listed LED street lights and solar lighting among permitted works (Source: PIB, March 24, 2026; West Bengal Panchayats and Rural Development Department). Check your own state's 16th Finance Commission guidelines before you commit the funds.

The Ministry also notes that the earlier 15th Finance Commission grants were released to states in two instalments each year (Source: PIB, March 24, 2026). Ask your block development office when the next instalment is due for your gram panchayat, because the purchase order timing follows the fund release.

How a Gram Panchayat Buys Street Lights on GeM, Step by Step

Rules differ by state and by purchase value. The steps below follow the common order of work. Ask your Zilla Parishad or block office which direct purchase, price comparison and bidding limits apply to your panchayat.

    1. Settle the funding source. Name the grant or scheme, and record the work in your Gram Panchayat plan and the Gram Sabha resolution.
    2. Fix the specification. Decide wattage, pole height, spacing and number of lights per road. Ask the supplier for a lux calculation before you finalise the quantity.
    3. Search the right GeM category. The Xera Tech listings sit under LED luminaire road and street lights conforming to IS 10322. Compare listings on wattage, IP rating, warranty and BIS certification (IS 10322).
    4. Use the buying route your rules allow. That may be a direct purchase, a price comparison among sellers, or a GeM bid. For items missing from the catalogue, buyers can raise a custom bid.
    5. Place the order with a delivery site and date. Keep the GeM order number, the GST invoice and the warranty card together.
    6. Inspect on delivery and after installation. Check wattage and BIS markings on the fittings, then check that lights switch on and cover the road as designed.
    7. Pay and account for the work. Make payment as your state process requires, and record the asset on eGramSwaraj.

24W or 36W: Choosing for Village Roads

Wattage depends on road width, pole height and pole spacing, so no single number fits every village. As a starting point, the 24W suits internal lanes and short links, and the 36W suits the main road where you want more light per pole. Ask for a lux calculation before you fix the quantity. Xera Tech's technical team provides one at no cost, and the LED street light wattage calculator guide and the wattage, pole height and spacing guide explain the method.

24W vs 36W Glass Model Street Light for Village Use (12 Hours a Night)
    Feature 24W (SL-GM-24) 36W (SL-GM-36)
Typical village use Internal lanes, temple and school approach Main road, market, bus stand approach
Units a year About 105 kWh About 158 kWh
Electricity cost at ₹8 per unit About ₹841 a year About ₹1,261 a year
    Weight and mounting pipe 600g, 38mm 900g, 45mm
Website price excl. GST ₹480 ₹650
IP rating and input range IP66, 90V to 300V AC IP66, 90V to 300V AC

Both fittings take a wide 90V to 300V AC input with 6kV surge protection, which suits village feeders where voltage swings and power cuts are common.

A 40-Light Village Example: Cost and Savings

The product pages compare each LED against a 150W halogen fitting running 12 hours a night at ₹8 per unit. That old fitting uses about 657 units and costs about ₹5,256 a year. Applying those figures to a village that replaces 40 such lights gives the picture below. This is an illustration: your tariff, burning hours, old fittings and lux design will change the numbers.

40-Light Village: Yearly Electricity Cost at ₹8 per Unit (Illustration)
Option Cost per Light per Year Cost for 40 Lights per Year Saving vs 150W Halogen (40 Lights) Fitting Cost for 40 (Website Price, excl. GST)
150W halogen (old fitting) ₹5,256 ₹2,10,240 Not applicable Not applicable
    24W LED, SL-GM-24 ₹841 ₹33,640 ₹1,76,600 ₹19,200
    36W LED, SL-GM-36 ₹1,261 ₹50,440 ₹1,59,800 ₹26,000

Poles, brackets, cables, foundations and installation come on top of the fitting cost, and GST at 18% applies to the fittings. Even so, the yearly electricity saving is far larger than the fitting cost in this example, which is why many panchayats start the LED conversion with their main roads. Read our LED street light maintenance guide to plan upkeep after installation.

Xera Tech Gram Panchayat and Village Projects

Xera Tech has supplied LED and solar street lights to gram panchayats and village roads across Maharashtra, and the projects page lists real installations. These examples come from the Xera Tech projects page.

A gram panchayat sarpanch from Kalvan says on the Xera Tech projects page that the LED street lights installed in his village have run without problems for more than two years. For temple roads, the gram panchayat temple lighting page lists pole designs and price ranges.

LED or Solar for Your Village?

Choose AC LED street lights, like the two GeM listed models, where a reliable grid feeder already runs along the road. Choose solar where the grid is weak, absent or costly to extend. The GSM remote monitoring project at Yegavakote shows how a solar system can report faults to the panchayat without a site visit.

Match the fitting to the funding. Some state schemes fund only solar lights, and some panchayat grants allow either type. Before you decide, read our guides to state rural solar street light schemes in 2026 and the best solar lights for Indian villages, and the solar street light sizing guide.

    Frequently Asked Questions

Yes, where your state's procurement rules allow or require it. The Ministry of Panchayati Raj states that eGramSwaraj is integrated with GeM, the Public Fund Management System and AuditOnline (Source: PIB, March 24, 2026). Ask your block office which purchase limits and routes apply to your panchayat, then buy from the LED luminaire road and street light category on GeM.

Two models have GeM catalogue listings as of October 15, 2026: the 24W Street Light Glass Model (SL-GM-24, catalogue ID 5116877-64677683364-cat) and the 36W Street Light Glass Model (SL-GM-36, catalogue ID 5116877-29542901836-cat). Both are IP66, accept 90V to 300V AC and carry a 2-year warranty on the luminaire and the driver. For other wattages, request a quote from Xera Tech or ask your buyer about a custom bid.

The Commission recommended ₹4,35,236 crore for rural local bodies for 2026 to 2031. Half of the basic grant is tied to sanitation, solid waste and water, while the other half and all the performance grants are untied, which makes about ₹2,61,142 crore untied (Source: PIB, March 24, 2026). Street lights have to come from the untied part or other sources, within your state's guidelines. Each panchayat's share depends on its state's allocation.

The GeM category that holds the Xera Tech listings is titled LED luminaire road and street lights conforming to IS 10322, so buyers should expect BIS certification (IS 10322) and ask the seller for the certificate and test reports. Xera Tech lists ISO, BIS, NSIC, NABL, ZED, PWD, ERDA, GeM and NMC certifications on both product pages and provides copies on request through connect@xeratech.in.

It depends on road width, pole height and spacing. The 24W suits internal lanes and short links, and the 36W suits the main road where more light per pole is needed. Ask Xera Tech for a lux calculation before you fix the quantity. The technical team provides it at no cost on WhatsApp +91 9607908430 or at connect@xeratech.in.

Running about 12 hours a night, a 24W fitting uses roughly 105 units a year, which costs about ₹841 at ₹8 per unit. A 36W fitting uses roughly 158 units, which costs about ₹1,261. A 150W halogen fitting uses about 657 units and costs about ₹5,256, so the saving per light is about ₹4,415 for the 24W and ₹3,995 for the 36W (Source: Xera Tech product pages, October 2026). Your actual saving depends on tariff, burning hours and the lux design.

Both the 24W and 36W Glass Models carry a 2-year manufacturer warranty on the luminaire and 2 years on the driver. The product pages also state a 7-day return policy. Ask for the warranty card and the GST invoice in the gram panchayat's name, and note the claim contact: connect@xeratech.in or +91 9607908423.

That depends on your state's rules and the order value. Where GeM is required, buy through GeM. Xera Tech also takes quotes and direct orders on xeratech.in, and supports documentation such as BIS certificates, test reports and GST invoices for panchayat and tender files. Confirm the permitted route with your block development office before you place any order.
