Two-Stage Evaluation Process

Any bid failing a mandatory requirement is disqualified - price is irrelevant. Stage 2 - Technical scoring (for qualified bids): score each bid on above-minimum performance. Stage 3 - Price comparison: only among technically qualified bids. This prevents the common failure of awarding on lowest price alone - which consistently produces the worst-quality projects.

Stage 1 - Mandatory Qualification Criteria

Disqualify any bid that cannot provide: Valid BIS licence number (verify on manakonline.in at time of evaluation - not just a certificate copy). ISO 9001:2015 certificate from NABCB-accredited body (verify expiry date and scope). NABL or ERDA photometric test report for the specific model bid, not older than 3 years. IP rating test certificate from NABL lab. Battery specification sheet explicitly stating 'LiFePO4' chemistry and capacity in Wh (for solar bids). Warranty letter on manufacturer's letterhead (not trader's). Physical factory address verifiable on Google Maps. Any 'yes but' answers to these criteria should result in disqualification. No exceptions.

Stage 2 - Technical Scoring Matrix

Score each qualified bid (0–10 per criterion, weighted): Luminous efficacy (lm/W): ≥150 lm/W = 10, 140–149 = 8, 130–139 = 6. Driver brand: Meanwell/Inventronics/Osram = 10, other named brand with specs = 6, no brand stated = 0. Warranty period: 5 years = 10, 3 years = 7, 2 years = 5. Battery capacity (solar): ≥1.5× rated nightly consumption = 10, 1.3–1.5× = 7, 1.2–1.3× = 4. Past project references: 5+ verifiable projects in state = 10, 3–4 = 7, 1–2 = 4. Controller type (solar): MPPT = 10, PWM = 0. IP rating: IP66 = 10, IP65 = 7. Service infrastructure: local office in state = 10, nearest office within 500km = 6. Aggregate score, weight-adjusted, determines technical ranking.

Price vs Technical Weighting

For government LED street light tenders, the recommended weighting is: quality/technical score: 30–40%. price: 60–70%. This gives sufficient weight to quality while keeping price competitive. A bid scoring 9/10 technically at ₹15,000/light should beat an 5/10 technical bid at ₹12,000/light when quality weight is 40%: Bid A: 9×40 + (12÷15)×60 = 360 + 48 = 408. Bid B: 5×40 + (15÷15)×60 = 200 + 60 = 260. Bid A wins despite being more expensive - correctly, because the cheaper bid will fail the project. Never use pure L1 (lowest price) evaluation for LED street light tenders.
