Vendor Evaluation Checklist
☐ BIS licence number verified on bis.gov.in. ☐ Factory address verified on Google Maps + confirmed by site visit or audit report. ☐ ISO 9001:2015 certificate (current, not expired) obtained. ☐ Minimum 3 verifiable project references in your state obtained and contacted. ☐ Product samples ordered and tested (lux measurement, IR test, power factor). ☐ Company in existence minimum 5 years (check ROC filing on mca.gov.in). ☐ No adverse entries on blacklisted contractor databases. ☐ GeM registration verified (for government purchases).
Purchase Order Terms Checklist
☐ Full product specifications attached as Annexure (not just 'as per discussion'). ☐ BIS mark and certification condition for each lot stated. ☐ Inspection right before dispatch stated. ☐ Delivery timeline with penalty clause for delay. ☐ Payment terms: maximum 30% advance, 60% on delivery, 10% after commissioning. ☐ Warranty terms: who provides (manufacturer, not trader), duration, what is covered. ☐ Jurisdiction for disputes stated. ☐ Return/replacement policy for dead-on-arrival units stated.
Quality Inspection at Receipt
☐ Verify BIS mark on each unit. ☐ Check outer packaging for damage - reject obviously damaged cartons before opening. ☐ Random sample testing (5% of lot): power factor measurement, lux at 2m, dimensional check against specification. ☐ Verify model numbers match Purchase Order. ☐ Check serial numbers are recorded for warranty tracking. ☐ Confirm driver brand matches specification (open the fixture if needed). ☐ Test 100% of solar systems with panel cover - must turn on within 30 seconds.
