What IS 16905 Requires

IS 16905 is the BIS standard for LED luminaires for general lighting. It covers: photometric performance (lumen output, luminous efficacy, beam distribution), electrical safety (insulation, creepage distances, fault protection), electromagnetic compatibility (EMC) - the LED driver must not cause radio frequency interference, thermal performance - the fixture must not exceed safe temperature limits, and marking requirements - what information must appear on the product label. A product can only display the BIS mark after type-testing by a BIS-approved laboratory and factory surveillance by BIS inspectors. The manufacturer pays annual licensing fees and accepts unannounced factory audits.

How to Verify the BIS Mark in 2 Minutes

Step 1: Look for the BIS mark physically on the product - it should be printed, embossed, or on a permanently attached label. The mark shows the IS number (IS 16905 for LED luminaires) and the licence number. Step 2: Go to manakonline.in (BIS product certification portal). Step 3: Search by company name or licence number under 'Product Certification.' Step 4: Verify the product category, licence validity date, and manufacturer address match what the supplier told you. A valid BIS certification has an active licence with an expiry date in the future. If the licence is expired or the product category does not match, the product is non-compliant.

Standards Other Than IS 16905

IS 16905 applies to the complete LED luminaire. Additional standards relevant to street lights: IS 16102 Parts 1 and 2: LED drivers (ballasts) for LED modules. IS 15111 Part 1 and 2: LED modules (chips and packages). IS 10322 Part 5: Luminaires for road lighting - additional performance requirements. IS 16156: Solar-powered LED lighting systems - for solar street lights. For government projects, verify that the tender specifies all applicable standards - not just IS 16905 - and that the supplier can produce test reports for each.

The Compulsory Registration Scheme (CRS)

Alongside IS certification, certain electronics must be registered under the Compulsory Registration Scheme (CRS) governed by the Ministry of Electronics and Information Technology (MeitY). LED luminaires do not currently fall under CRS (they fall under BIS Act 2016 directly), but LED drivers and control gear may be subject to separate requirements. For imported LED products: the Bureau of Indian Standards Act 2016 prohibits import of products listed under mandatory certification without valid BIS certification. Customs can seize non-certified imported LED products at the port of entry.
