What is BIS Certification?

BIS (Bureau of Indian Standards) is India's national standards body. LED luminaires fall under the Quality Control Order (QCO) issued by the Ministry of Commerce and Industry - making BIS certification compulsory (not voluntary) for all LED lights sold in India. The relevant standard for LED street lights is IS 16905. Products must be tested by a BIS-recognised lab, the factory undergoes periodic surveillance, and the BIS mark can only be used on compliant products.

How to Verify BIS Certification

Visit manakonline.in (BIS product certification database). Search by manufacturer name or licence number. Verify that the product category (LED luminaire) and licence number on the product matches the database. Look for the BIS mark physically on the product - it should be embossed or printed on the body. A photocopy of a certificate is not verification - always check the live database. Xera Tech's BIS licence details are available on request.

Risks of Buying Non-BIS Products

Legal risk: importing or selling non-BIS LED lights is a criminal offence with penalties up to ₹2 lakh and product seizure under the BIS Act 2016. Project risk: government-funded projects that use non-BIS products can be rejected at inspection, causing the contractor to replace all lights at their own cost. Safety risk: non-certified products have no guaranteed electrical safety, fire protection, or surge protection - a real hazard on public roads. Warranty risk: no legal recourse if a non-certified product fails.

Other Key Standards for Street Light Procurement

IS 10322 (Part 5): Luminaires for road lighting - performance requirements. IS 15111: LED modules for general lighting. IS 16102: Controlgear for LED modules - the driver standard. IS 302-2-13: Particular requirements for LED luminaires. For solar street lights, additionally check IS 16156 (Solar powered LED lighting systems) and IEC 62347 (solar charge controllers). Insisting on compliance with these standards in your purchase order protects you legally and practically.
