Pune Municipal Corporation (PMC) replaced about 80,000 conventional street lights with LED street lighting integrated with a SCADA system, under a public-private partnership (PPP), according to a case study on the government's Champions of Change portal. This is a case-study feature on completed work rather than a new announcement; the accounts it draws on are several years old.
How the model worked
The case study says a private organisation took on the conversion, covering the entire cost of removing the old sodium lights and installing LED fixtures, so PMC carried no financial burden for the changeover. The new lights are controlled through centralised control monitoring system (CCMS) panels, which lets the civic body control and maintain them remotely rather than by street-by-street inspection.
What the savings look like
The government case study reports power cost savings of 30-50% after conventional lights were replaced. A separate account from lighting maker Signify, which supplied the control technology, describes the project as the first public-private partnership of its kind in India and says remote control of light groups delivers up to 40% energy savings. The two figures differ because they come from different write-ups, and neither is a fresh 2026 audit, so they should be read as indicative rather than current.
Maintenance built into the contract
The LED lights were eligible for free replacement and maintenance for 12 years, according to the government case study, and Signify says all street lighting is monitored and controlled from a single room. That combination of long maintenance cover and central monitoring is what keeps a retrofit like this working for years instead of degrading after installation.
Why it is still worth watching
The Pune structure of private capital up front, repayment from realised savings, and remote monitoring is the pattern that later city-scale LED programmes have followed. For municipal buyers weighing how to fund a retrofit without a large capital outlay, it remains one of the best-documented Maharashtra examples.
