Solar Potential and Rural Need

Chhattisgarh: 5.2–5.8 kWh/m² daily solar irradiance across most of the state. Excellent performance for solar street lights. Vast forest and tribal hinterland (Bastar, Surguja, Korba) with limited grid reach. Odisha: 5.0–5.6 kWh/m² in coastal and inland regions. Coastal Odisha faces cyclone risk (Bay of Bengal) - IP66 and cyclone-rated poles mandatory for coastal districts. Both states have significant areas with poor grid reliability - solar is the superior choice for new rural road lighting.

State Agency Schemes

OREDA (Odisha Renewable Energy Development Agency): runs rural solar lighting programmes under MNRE guidelines. Gram panchayats and municipal bodies apply through OREDA district offices. CREDA (Chhattisgarh Renewable Energy Development Agency): implements solar street lighting in tribal and rural areas. CREDA has a strong track record in Bastar and Surguja divisions where grid power is limited. Both agencies use GeM and state tender portals for procurement - BIS certification and ERDA test reports are standard requirements. Tribal sub-plan funding: both states have significant TSP allocations for solar infrastructure in scheduled tribe areas.

Bastar and Tribal Belt - Specific Challenges

Southern Chhattisgarh (Bastar, Dantewada, Sukma, Bijapur) and western Odisha (Malkangiri, Koraput, Nabarangpur) tribal belts have: extreme remoteness - access roads may be impassable in monsoon. Limited local electrical maintenance capacity. High moisture and forest humidity - IP65 minimum, IP66 preferred. Solutions that work here: all-in-one solar lights (no exposed battery box to steal or vandalize). Long battery backup (5 days autonomy) for monsoon overcast periods. Training of village-level solar technicians (2 per village). Annual maintenance visits by manufacturer or state agency.

Cyclone Zone Requirements for Coastal Odisha

Coastal Odisha (Kendrapara, Jagatsinghpur, Puri, Ganjam) is in Wind Zone IV–V - cyclone wind design speeds of 50–55 m/s. Requirements: poles must be structurally designed for the applicable IS 875 Part 3 wind zone. Hot-dip galvanised MS minimum - salt spray from Bay of Bengal. IP66 for all fixtures. Anchor bolt foundations designed by a structural engineer for the specific cyclone wind loading. For districts hit by recent cyclones (Fani 2019, Amphan 2020): review the specific wind design speed with the district administration before specifying poles.
