Why BRO Roads Use Solar
Border Roads Organisation constructs and maintains roads in the most inhospitable terrain in India. Grid extension to these roads is often impossible or decades away. Solar street lights are the only practical lighting solution for: the Leh-Manali Highway (NH3, altitude 4,000–5,400m). The Darbuk-Shyok-Daulat Beg Oldi (DSDBO) road in Eastern Ladakh. The Sela Pass and Tawang highway in Arunachal Pradesh. Border roads in Sikkim and Arunachal connecting forward posts. The Atal Tunnel approach roads in Himachal Pradesh. These roads carry military convoys, civilian traffic, and are strategically critical - lighting for night movement and security surveillance is a genuine operational requirement.
Extreme Environment Specification
For Ladakh and high-altitude Himachal border roads: Temperature range: -30°C to +35°C. Battery: LiFePO4 with heated battery management system (charges even at -15°C). Panel: monocrystalline with tempered glass and 45° steep tilt (snow shedding). IP rating: IP67 (high altitude precipitation can be ice fog and sleet, not just rain). Wind: IS 875 Zone V minimum design (extreme terrain wind funnelling). Pole: galvanised heavy-section GI with bolted base (heavy snowfall loads on pole). IK10: military vehicle vibration and occasional accidental impact. Altitude effects: reduced air density reduces panel cooling - 5°C higher panel temperature than sea level for same irradiance. MPPT controller must handle altitude-adjusted temperature coefficients.
BRO Procurement Process
BRO procurement follows defence procurement guidelines: GeM portal: standard items can be procured directly. BRO GREF (General Reserve Engineer Force) tender: for larger contracts above GeM threshold. Ministry of Defence (MoD) approved vendor list: products may need to be on the MoD approved vendor list for some categories. For solar street lights: BIS certification, ERDA test report, and ISO 9001 certification are standard requirements in BRO tenders. Local service: BRO accepts manufacturers who provide service through BRO's own engineering units or through local contractors in the relevant region. Xera Tech can provide product and specification support for BRO-related solar street light projects.
Northeast Border - Arunachal Pradesh
Arunachal Pradesh's border highways (Tawang, Kibithoo, Walong, Along) have: Good solar irradiance in valley areas (4.5–5.5 kWh/m²/day). Heavy monsoon (June–September) - 5-day battery backup essential. High humidity year-round - IP66 throughout. Fog-prone valley sections in winter - reduces panel output significantly. The DONER (Ministry of Development of North Eastern Region) funds infrastructure in Northeast including solar lighting on strategic roads. The PM-DevINE scheme (2022) includes Northeast strategic infrastructure funding. Arunachal Pradesh's Vibrant Village Programme along the border provides dedicated funding for villages and infrastructure near the China boundary - solar street lights are explicitly funded under this scheme.
