Aviation Safety Lighting Restrictions

Airports Authority of India (AAI) and DGCA (Directorate General of Civil Aviation) regulations restrict lighting near airports: Within 10 km of a runway end: no lights visible above the horizontal plane that could be mistaken for navigation lights. Near approach paths: no flashing, rotating, or high-intensity lights that could confuse pilots on approach. Obstacle lighting: structures above 45m near airports require red warning lights per ICAO Annex 14. For road lighting near airports: use full cut-off luminaires (zero upward light output ratio - ULOR = 0%). Cool white at reduced intensity (not high-intensity highway specification) near approach paths. Coordinate with the airport authority before installing any lights within 3 km of the airport perimeter.

Airport Perimeter and Service Road Specification

Airport perimeter road (inside airport boundary): typically CISF or airport authority maintained. Specification from AAI Civil Engineering Manual: minimum 50 lux for active security perimeter roads. IP66 for outdoor conditions. Full cut-off optic (no light above horizontal). Taxiway edge lighting and threshold lighting: specialist aviation ground lighting - not standard street lights. These are separate specialist products following ICAO Annex 14 standards. Airport approach road (public road outside airport): standard IS 1944 M2/M3 category for state highway classification. Full cut-off luminaire to prevent sky glow near flight paths.

Full Cut-Off Luminaires - What They Are

A full cut-off luminaire (FCO) emits zero light at or above 90° from the nadir (no upward light whatsoever). For airport areas: this prevents any light being visible from above, which is the key aviation safety requirement. FCO is also the standard for reducing light pollution in dark sky areas. All modern LED street light luminaires with proper road optics (Type II, III, IV) are inherently near-FCO because their beam is directed downward. To verify: check that the luminaire's ULOR (Upward Light Output Ratio) = 0% in the photometric test report. Solar vs Grid for Airport Perimeter Roads

Airport perimeter roads are typically within developed airport infrastructure where grid power is available - grid-powered LED is the standard choice. Solar street lights can be considered for: remote perimeter sections of large airports where grid extension to the far boundary is expensive. Temporary lighting during airport expansion construction phases. Remote navigational aid access roads in rural airports. For Tier-2 and Tier-3 airports being developed under UDAN scheme: solar street lights on access roads from the highway to the terminal are very practical - the road is new, grid extension may lag terminal opening, and solar bridges the gap.
